The Business Control Officer reports to the Head of Business Control ABF (hierarchical line) and the Head of Process & Control UK (local country reporting line).
ABN AMRO Asset Based Finance, N.V. (ABF) is based in the Netherlands and has branches in Germany, France, and the United Kingdom. ABF is as a subsidiary of ABN AMRO Bank and as such is part of the business line ABN AMRO Corporate Banking. ABF provides Leasing and Commercial Finance solutions.
Management within ABF assumes risk ownership for the risks that ABF incurs, and for the execution and effectiveness of internal controls. ABFs management has delegated responsibility to the Business Control department for 1st line oversight of all risk types that are described in the ABN AMRO risk taxonomy and has the responsibility for designing, executing, maintaining, monitoring a suitable framework of 1st line risk management and control for ABF.
Business Control consists of 3 teams:
1. Risk Measurement & modelling: Financial risk, modelling, capital management and portfolio management 2. Risk Oversight & Control: Oversight on all risk types, RAS, SRA, Non-financial risk experts (e.g. Operational risk, KYC, Legal, Fraud risk and Sustainability. 3. Business Process Management: process engineers and lean management.
The role of the Business Control Officer UK is within the Risk Oversight & Control team.
The Business Control Officer UK performs the following activities:
• Implementation and application of the risk management framework, including risk appetite, risk policies, risk limits and use of all the Operational Risk tools (REM, IMAT, RSA, MC&T, CRA, SRA as and when required). • Assuming responsibility for the execution, identification, assessment, managing, monitoring and reporting of any risks and risk events • Assumes responsibility for the execution of the afore mentioned risk instruments to ensure compliance with local regulations and the effectiveness of internal controls
Your job
The Business Control Officer UK (BCO UK) will assume delegated risk ownership for ABF UK and provide expertise on strengthening ORM first line responsibilities and co-ordinate with second line (Operational Risk) on training and instruction of risk control requirements and risk assessments. The ownership of the Banks risk control framework remains with 2LoD.
The BCO UK will be responsible for securing the ABF UK License to Operate by ensuring that ABF UK have their ‘House in Order’. The incumbent will be required to take ownership of risk and control related issues and provide regular reporting and MI. The incumbent will also be accountable for oversight of all ABF UK non-financial risks and responsible for supporting the 1LoD in BAU execution of change.
The BCO UK will be expected to provide expert input and support the ABF UK and AAB UK in change activities both in relation to regulatory changes as well as implementation of any identified remediation plans required to further strengthen the control framework.
The BCO UK will contribute to ensuring demonstrable adherence to policies relating to license to operate activities. This will be achieved in close cooperation with the Head of UK Process & Control, first line operational staff, local and Head Office Compliance by providing regular MI, holding meetings, challenging the accountable business heads from a subject matter expert perspective on relevant topics, and other related tasks.

Your profile
• An excellent and demonstrable track record of understanding risk related business functions and UK financial regulations • Self-starter and pro-active approach to risk management • In depth knowledge of financing constructions, operational risk management, process development and management • Preferred knowledge of ABN AMRO Bank organisation structure, products, processes, systems and objectives • Demonstrable understanding and awareness of compliance, regulatory and legal framework • An ability to work with and manage expectations of senior management and key stakeholders • Good interpersonal skills and excellent service orientation • Manages own time to meet agreed targets; develops plans for short-term work activities in own area • Good credibility, trustworthiness, problem solving, task management and self-management competencies • Excellent team player with a strong focus on working together to achieve results • Discretion and confidentiality • Ability to interact professionally and with credibility with all levels of clients (internal and external if necessary) • Excellent face-to-face, telephone, and written communication skills • Comfortable with working in an environment of change, with flexible approach to new challenges • Ability to remain professional and calm even under pressure and frustration
